SANTO DOMINGO, Dominican Republic - Investigators have uncovered what they suspect is a wedding scam involving more than 200 British and Canadian couples who paid hundreds of dollars for Dominican marriages that were never officially recorded.
Four people have been detained - all employees of the Central Electoral Board that oversees civil marriages, but no charges have been filed.
In a preliminary report sent to the board last week, the National Department of Investigations said uncertified officiants are suspected of colluding with hotels to swindle foreign couples.
The Tourism Ministry's website says registration fees of about $455 are required for Dominican weddings, though the fees can be higher if a resort plans the ceremony.
The allegedly fraudulent ceremonies took place from July 2007 to present at resorts in the eastern Dominican Republic, where foreign couples frequently travel for weddings and honeymoons.
The investigation began after the board received requests for marriage certificates that were not listed on its books.
Roberto Rosario, president of the board's administrative panel, said Thursday night that the government will address the lack of documentation for the affected couples. But he did not say how, urging patience until the investigation is completed.
Rosario said his agency recently held a meeting with representatives of the National Hotel and Restaurant Association to try to guarantee the fraud will not be repeated.

What purpose will the marriage records serve if either of the two partners decides not to continue the relationship in a cordial way?
Will the records be able to force her/him to do so?
Then what good are they for?
In my opinion, they are just the legal bindings on us in our monetary obligations.
They also prevent us from entering another matrimony if we already, on records, are registered with them.
OK, with that said, they are not able to compel us to behave the way we should with each other in matrimony.
They are just the records and not marriage counselors!
But our real problem in marriage today is not its record-keeping but pondering upon its quality that is going on decaying with every passing year on earth!
Can we maintain any records of that?
In fact, it is money that is corrupting everything whatsoever we have in our life on earth whether tangible - like marriage records - or intangible - like the quality of relationship in marriage!
It was money only that corrupted the minds of the employees of the Central Electoral Board that oversees civil marriages in Dominican Republic!
Can we do something with money at the level of controlling our life in such a petty way, rather than maintaining a huge pile of marriage records in our offices jam-packed with them for the past hundreds of years in every country?
Can we do something with money on earth, the way we handle it or the way it handles us?
Our marriage records will go redundant then, if we are able to do something that really liberates us from being mere slaves to money.
